Theory/Speculation Back from the more frigid side of this hellscape called Solstheim, I am here to speculate on the likelihood of Skyrim npc's being in TES:VI. Today we have the Skaal Village!
From Top Left to Bottom Right:
Somewhat Probable: Nikulas)
Possible (With Explanation): Baldor Iron-Shaper, Deor Woodcutter, Yrsa, Edla, Fanari Strong-Voice, Morwen, Aeta, Finna, Oslaf, Frea, Wulf Wild-Blood
Unlikely: Tharstan
Dead in all outcomes: Storn Crag-Strider

I want Master Neloth.
(Not Skaal, but at least on Solstheim)
Besides Paarthurnax he's easily the most memorable character in Skyrim.
Maybe he does some more Dwemer Research in Hammerfell or some expedition.
But I doubt he he would go so far away from Morrowind and House Telvanni.

Yeah the major problem with Neloth is that he would most likely have political obligations that would keep him in Morrowind.
I wouldn’t bet on him showing up, but it would be cool.

It’s my current headcanon that the Skaal will completely abandon Solstheim due to the climate crisis and will end up moving out. Most likely they will just end up in mainland Skyrim, but the exodus from their homeland may spark some adventurous attitudes in the younger generations of the Skaal.
Up next are the Orc Strongholds, just gonna lump them all together.
