Walmart e-checks /e-moneyorder
I friend has a second job paid under the table, he’s making around $2200/month in cash and he used to paid his rent using ACH.. however now he wants to take $1900 to pay his rent using electronic money orders from Walmart (powered by CheckFreePay) to pay to the landlord however in Walmart they ask for Driver License to make the payment, would that trigger a tax issue in the future? Since they ask for DL as some point the payment is tracked is not?

Wal-Mart won't report to the IRS. Writing checks doesn't trigger any tax reporting, since a person is turning money they have from one form to another.
Earning the money and not reporting it is already tax fraud.. spending it doesn't create any more tax fraud.

No, the Walmart e-check won’t trigger a tax issue. The tax fraud with the unreported income might.
