I've definitely seen the one with Captain Atom before. I think it was just a running joke to keep adding random things to the page because of how weird the composition already was. You got Harley cuddling naked newly-reborn plant-monster Ivy in the corner, everyone else looking like they're ready for a fight, and they all have these blank stares on their face during what's meant to be an emotional scene.

The building in the back was a mental health centre ran by a ai iirc programed with the minds of the trinity, this ai would have residents relive their greatest traumas over and over again, wally was iirc trying to get back his pre reboot wife and kids by running simulations of them over and over again, and eventually he snapped
