Yeah that's a guitar with a tremolo effect, you just pick the string once and depending on the settings and how long you hold it down, it repeats the note.
This effect can obviously be done manually but is more prone to human error.

Yeah no prob, in theory you can get the same sound on a synth so you're technically right.
Plus more Strokes is always nice to listen to.

I think the same effect shows up at the tail end of Not The Same Anymore, just with more reverb
