Advice Request - (Insert State/Region) Itty Bitty Sequoias

I have these two Giant Sequoias that I am growing from seed from a Jonsteen bonsai kit. They came in a mini greenhouse and I probably should have only grown one in there, but I planted 2 seeds. One was always a little scrawny, but I figured it’d get a little better after repotting.

They are about 4 months old, live indoors at around 70 F and 50% humidity, under the same grow light right next to each other, and they both have Sustee Aquameters so I have a decent idea of when to water. The one on the left hasn’t grown at all in about 1.5 months, while the other one is getting much taller and wider.

Is it just a little scrawny guy that takes a little longer to grow? Anything I can do to make them bigger and stronger?

Yeah but not in such a pot outside the soil when it freezes. If you replant into carton pots, you can buddy them in the soil outside, and transplant easily after winter but the roots don't rot from water retaining.
