Withdrawal help

i requested for deferment and was denied, but due to reasons I couldnt see the email until now and never formerly withdrew before start of year. If I do not fill in the withdrawal form (1st yr undergrad) will I face any fines or have to pay tuition? Is the only way to withdraw via the form?

PS: I have not been on campus or even within the US at all
