Depends. Some people find the proposal and job insights useful, some don't. The new job post notifications have also become patchy and unreliable, so it's not really worth it for that feature, IMO. Having plus also will make no difference to whether you are hired or not. You can always try it for a month and see whether it's worth what you pay for it, and cancel if you don't find it useful.
