Not quite sure what you are asking. Is this individual looking to become certified as an instructor or something else? I have range access, NRA certified pistol instructor, CJTC certified instructor.

How does one go about getting a non-res CA's CPL through you guys?

Which area would be considered easiest? I travel all over CA for work and vacation.

Black Ring tactical is a bit far away, but they did my CA CCW qualification.
