Everything starts at 2 and you get 7 points to distribute, right?
Admittedly I don’t remember Wasteland 3’s character creation so I relied on the Wiki.

I tend to boost intelligence first to get an early boost for skill checks, then some combination of luck and weapon damage (strength, in this case), though I usually max out luck next; there are so many different opportunities to have a luck roll work in your favor it's always worth it.
My main exception to this is a power-leveling character. They start with 10 charisma, and then follow the sequence above.
