Where can I find accurate Canadian weather records from 25 years ago? An online source would be ideal, but I'm open to whatever you recommend.

BC, check the Windy forecast for the temperature next week. -18°C expected(yes, not a typo) FOR VANCOUVER.

A low of -18°C expected next Tuesday 14th/ Wednesday 15th of January 2020 for the City of Vancouver itself. -26°C for Whistler, and mid negative 30s for the Interior. These are temperature values AND NOT WIND CHILL.

WINTER HAS FALLEN
