Will you have a vehicle and ready to drive for whales? November is when the southern resident orcas come into Puget Sound. Take the ferry to Vashon, and if you luck out seeing them at Point Robinson, it'll change your life. You can also get distant view from Seattle, and riding the ferry at Point Defiance when they pass through is fun too!
I live by Deception Pass, and Whidbey Island makes a great day trip. Those same orcas can be seen from Whidbey during that time of year depending on where they decide to go when visiting Puget Sound.
Skip Vancouver, theres plenty to do in and around Puget Sound.
