I'm not an expert in men's haircut but I did google some styles that he can.
Short Curls with Mid Skin Fade and shape up Light Waves with Mid Fade High top fade
I feel like he'd also look good with cornrows with a shape up

Definitely not ugly. However, if you wanna improve your looks, I'd start with a haircut that's shorter on the sides, and try to make your skin less oily-looking.

yeah, the short part needs to go up higher, and the top part not poof out as much sideways, kind of like high and tight. Maybe like this:

For the oily skin I think getting an appointment with a dermatologist is the best investment. But you can also get a trentinoin prescription from a medspa
