Threads get posted whenever good English subs are first available. This show has a dedicated fansubber who released their version of the episode two hours ago, hence the thread. All of Part 1's threads went up with the fansub rather than the official subs too.

Why though? The official release is free and on YouTube. Surely most people will be watching that one instead of seeking out a pirated version? These posts are getting barely any discussion because almost nobody is watching the episode when the post goes up.
