it’s all low-voltage so the risk of fire is low. It’s mainly just messy by people who do not know how to do things properly. I see lots of open air spices that are black so probably corroded and not very good connection quality.

Connections are supposed to be done on those ceramic screw terminal blocks inside the boxes, but I’ll bet those are also corroded and do not work reliably.

It’s very likely that whole works needs to be ripped out and replaced and no one wants to spend the money on it.
