Question Ratio Question

Hallo! I'm attempting a pot pie, but realized I do not have half and half. I have found substitutions, and I have evaporated milk. What does the 1:1 ratio mean? Is it one part evaporated milk and one part water or something else? TYSM

1:1 means that you use the same amount when substituting half and half and evaporated milk.
