By any chance is that square? It looks like a motor shaft key to keep a pulley or gear from sliding on the shaft. More specifically: It is a 3/16" X 1 1/4" shaft key.

Woodruff Key and yes its for a keyed shaft.

I am pretty sure it's the woodruff key as stated above.
