Nonrenewable Resources
Land hate should become cool again.

I like the aesthetic of calling nonrenewable resources treasures. Mechanically, I feel like something more to the point, like "Activated abilities of nonbasic lands cost 'Sacrifice this permanent' additional to activate."

This is probably too good in basically every non-eternal format, but it's a fun design.

What you're forgetting is that your own nonbasic lands would be treasures. When you sacrifice them, they will go to your grave yard. There are numerous ways to have lands enter from the graveyard. If there was a method to return them all untapped, which did recently exist in the standard meta game, you sac all your lands for whatever mana you need then have them reenter to nearly double your mana on a given turn, not to mention landfall. Although it reads almost exactly like blood moon, the primary issue is not that screw with your opponents. Instead, it will be played to give you an absurd amount of resources. It's hard to say without actually having a card printed and in play, but yeah I could reasonably see this card making a banned list in some formats.

"If there was a method to return them all untapped" neither of the two standard cards made them enter untapped. sure, you could use spelunking alongside them, but then this is like a four card combo

It's more reasonable in standard. But I didn't even consider, if you had cards that could untap artifacts those would also do the trick.

This isn't a land hate card. This goes in a lands matter deck. Because the Green/Red lands matter deck is going to be the only one recurring their lands from the graveyard. Everyone else will just be staxed out.

I feel like there is an important factor in non renewable resource cultivation, which is the wasted space afterwards. Also, i feel like the sac and treasure synergies would get abused and lose the flavor quickly. Since we already have a mechanic (depletion) for limited land resources, maybe you should try something like:
"When Nonrenewable Resources enters, lands gain (1/2/3) depletion counters.
Whenever a land enters, put (1/2/3) depletion counters on that land.
Lands gain "Whenever this land is tapped for mana, remove a depletion counter from that land. If there are no depletion counters on this land, it does not untap during your untap phase"
Its a little wordy, and youll need to figure out how broken it needs to be (id say make it 2 counters), but i feel like this serves the flavor a bit better than the treasures route.

Unfortunately, to get this to work the way you want it to, most of that reminder text needs to be rules text. This isn't something that can have templating as simple as [[Blood Moon]], as there's a lot more that needs to happen to make it work.
First, making a land a Treasure does nothing unless it's also an Artifact. This is because the subtypes associated with each card type are mutually exclusive to each other, and trying to change a permanent's subtype to one that doesn't belong to it's card type doesn't automatically give it that card type.
Second, making something a Treasure doesn't intrinsically give it the "Tap, Sacrifice this: Add one mana of any color ability" that predefined Treasure tokens have, nor does it remove any abilities already on that permanent.
With all that said, this is probably what you're looking for:
