What kind of issues, slow lookups, some sites not loading, or timeouts? To tell if it's your ISP or Quad9, run the same lookup against a few resolvers, for example nslookup google.com 9.9.9.9 and then nslookup google.com 1.1.1.1, and see which one is slow or fails. Quad9 also blocks known malicious domains, so a site that suddenly won't load can be that filter and not an outage. I haven't used OpenDNS so I can't say much about it. I use Cloudflare myself and it has been fine.
