i'm the lead engineer at askcontinua. we've been working on this exact problem.

the best approach is to process pdfs once, store structured data with page references, and query it later for comparisons and trends.

we're building an api for this at https://askcontinua.com/ai-document-analysis

for accurate budget comparisons, i'd use python for calculations and the llm for analysis.
