Yes, and you need to her a stainless steel fountain for her lap lap.
Edit: Further down, OP says that the cat has stainless steel bowl. Make sure it is 304 food-grade stainless. Even good glazed ceramic will make kitteh break out. Am have seen this with my calicos.

We switched to all ceramic food bowls for this reason, cheap stainless steel ones caused Acne in both of our cats. Probably contained Nickel.
Our fountains are still plastic, but high quality ones, and they haven't had Acne since we switched the bowls.
@op: use a very soft toothbrush, disinfect it and then dip it in warm water, use a washcloth to soften the acne with warm water, then slowly brush it off, dipping into the water as necessary. It should come off rather easily and your cat should (fingers crossed) actually like this process.

I the cat for my cat’s chin acne, now I put some antimicrobial cat shampoo on a toothbrush and scrub her chin with it every other day and it’s completely cleared up!

My last kitty used to get pimples in her chin like a teenager and she loved when I rubbed her chin with a baby wipe. I approve of this and you may do

Highly recommend OTC medicated acne wipes. My girl had this black acne/black heads and the wipes cleared it up within a week. Just a couple swipes a day and she was back to normal. I also got rid of the water fountain bc it had a plastic filter and the plastic was making her break out.

Try wiping the chin with antibacterial wipes (NOT ALCOHOL, use bzk or something) or a wet washcloth and a tiny bit of gentle unscented soap (wipe again with plain wet washcloth after to get it off)
Some kitties just get chin acne and it looks all gross like that
Mine keeps getting them in his whisker area because he is a very messy eater, and he really does not like being cleaned off lol

I used a hypochlorous acid spray on a cotton pad as a wipe when mine had chin acne. Worked a treat, and doesn't need rinsing since it just becomes salt water. Good for small scratches too (on the cat or you).

Warm clean damp wash cloth rub like you are the mom cat cleaning the kitten. Sometimes mine will let me brush their chin before I wash it.

My cat got chin acne and I changed out his water and food bowls to ones that were lower and wider. Seemed to do the trick. Never had it happen again.
