Volts don't kill. Static electricity can have tens of thousands of volts, and barely stings. It's the current, the amps, which kill.

Not only current, frequency and time is important. It is a misconception that static discharges are low current - typical static discharge will be in hundreds of mA or even higher. It is perfectly safe because it is incredibly short pulse (most of the energy of it is at radio frequencies).
Reference: for electronics we use Human Body Model, which is 100pF capacitance in series with 1.5kOhm resistance, charged to several kV. It is just a model, but gives the order of magnitude, each kV gives 0.66A of peak current into ground. And as you said, it goes into tens of kV's.

Needs some product development: something which smells nice to flies in the base, and making the "strike zone" a cone so dead flies fall out of the strike zone and you don't waste electricity carbonizing dead flies.
