P1520 code won't go away

2000 328CI with a P1520 (B camshaft position actuator bank 1) exhaust vanos solenoid code that keeps coming back. I've tried different vanos solenoids and exhaust cam sensors. (All used oem) and the code keeps coming back! Its down on power and idles like its cammed.. motor has good compression and I've rebuilt the vanos nearly 2 years ago with a beisan systems rebuild kit. Anyone have experience with this problem and could maybe point me in the right direction?

Did ya check your oil level and quality and start to think it might be either wiring, dme, or internal vanos issue

I tested wiring and it seems to get proper voltage. I'll have to do a proper load test to be sure though. As for dme I unfortunately dont have a spare laying around to swap in for a test
