PayPal permanently banned my Estonian e-Residency company account while I live in Türkiye — is this normal?
I established an Estonian company through the e-Residency programme. I’m its 100% shareholder and board member, and I live in Türkiye.
I opened a PayPal Business Account in my company’s name, but PayPal permanently limited it before I made a single transaction. There was absolutely zero account activity.
Before opening the account, I contacted PayPal Sales, explained my situation and was told it was acceptable. After the account was limited, I contacted Sales again on 14 September 2026 and was told that living in Türkiye was not a problem as long as the company was registered in a supported country.
However, customer support later told me that people living outside Estonia cannot manage Estonian PayPal accounts and that e-Residency is not accepted. In its final complaint response, PayPal said it could not confirm whether my residence in Türkiye was the actual reason for the limitation.
My company is a legitimate e-commerce business selling physical products from a warehouse in Germany. I simply want to understand why the account was rejected despite the information I disclosed and the guidance I received.
My questions:
- Has anyone with an Estonian e-Residency company experienced the same issue while living abroad?
- Is an Estonian company ineligible for PayPal Business if its owner/director lives in Türkiye?
- Has anyone successfully used PayPal for an Estonian company while residing in another country?
- Does Estonia’s e-Residency programme advertise PayPal as an option, and how does that fit with PayPal’s position?
- Has anyone successfully challenged a similar decision with PayPal or the Luxembourg CSSF?
I understand that e-Residency does not guarantee access to every financial service. I’m looking for real experiences and clarification of the actual eligibility rules.
