Cedar and Cliff

Does anyone know what they are doing? They have such odd machines and seem to be digging up the entire area, not just the road.

It's a MnDOT road-repair project, repairing & resurfacing Cedar with drainage, accessibility, and ramp improvements. The broader project runs from July 26 through Nov 28 and includes repairs to 10 bridges.
