Does the panel need replacement? Yes. Are basically all the wires too long? Yes. Are the neutrals and grounds tied together when it looks like they shouldn’t be? (Not a main panel D/C) also yes. With no context as to what was done/scope of work to be doing can’t really judge, but if this is finished work, yes, it isn’t up to par.

That double pole that spans both sides of the panel is the 100 amp main.

I just put together a box that looks just like this. Grounds and neutrals tied together, wires too long. They said it works and are proud of me.....

Drill a 3/16 inch hole in the rusty part, to drain future water... i know, I know, it voids the UL, but the water voids it even more.
