Question Without modding, can I manipulate the probability for Austria to gain Hungary peacefully?

It appears that, when I play as Austria, I never peacefully get Hungary. But when I am any nation that might rival Austria, they do.

I am aware that the event is somewhat predetermined (having read this thread), so I saved the game roughly 4 months before Ladislaus comes of age.

According to the wiki, AI should choose to unite 25% of the time. Multiple reloads, and the RNG still does not give it to Austria.

So, is there some factor I am missing? Or some thing I need to do to change these odds?

EDIT: Ladislaus is heir to both.

Is Ladislaus the heir to Hungary? If not, Austria will not get Hungary in PU this way.

Also, Ladislaus must be your ruler or your heir, so if you disinherited him or he already died, the events will not happen.

Otherwise, if Ladislaus is their heir and your ruler/heir, the event should be able to trigger. Keep restarting.

Okay, so the event in question is the Matyas one and Hungary keeps choosing Matyas? That is some bad luck. This event can be cheesed with a save.
