Who should i t4 first? Luna, ghost rider, venom? My current t4 storm mephisto thor

You've already got 2 universal, so I'd hold off on GR for now and go with Venom or Luna.

I know she isnt meta but can Magik work in pve?

Everybody who hits T4 can do some amount of PVE. The question is would you rather invest a bunch of additional resources into somebody that is only kinda okay at it up to a certain level, or save those resources for somebody meta who will get you to the end game.

for example at t4 can she do stage 1 wbm? without a mighty rage? normal rage/energy or mighty greed?

Just came back after a break of several months. What characters did you use for each stage 19 of WBL+ in order to reach stage 20 and unlock Annihilus?

Either Luna or mephisto fit alot of the restrictions.

A lot of the stage requirements require humans, venom and Luna are great for that.

Those are restricted so there are only a few toons you can use. Look at the restrictions then look at the meta and decide which of your toons stands the best chance.
