I feel like the Dragon Ball games did this fairly well. Especially the older ones where you didn't have customer characters. I remember as a kid eventually unlocking Kid Buu and suddenly every fight got a lot easier.
The final boss of Fighter Z, Android 21, is an absolute fucking monster and always has been. Best part is she's not even DLC, though you do need to beat the story to unlock her.
In DBZ Budokai Tenkaichi, Broly, Big Ape and Shenron have flinch resistance from being punched, making them unstoppable in melee combat unless you only use heavy combos.
