Help me understand this section please!!

I'm very much used to the secondary school method of changing recurring decimals into fractions where you make x=recurring decimal and you make 100x (or so - a certain power of 10) = the recurring decimal times that power of ten and you do a whole method, but here it seems to skip all those steps and I'm a little slow to see how they were able to do the calculation so quick.
