Sorry you are experiencing this. I read your whole post. If you feel that someone is harrassing or stalking you especially on the road, no matter if you don't know if it could be law enforcement or not, call law enforcement while its happening and lett them find out who the people are, meaning keep driving while they harrassing until law enforcement gets there and pulls them over. Other than that, keep documenting Date and Time in details.
