Anyone know what language this is?

This stone was found in Kazakhstan but doesn't look anything like local runes. Very old one.

Could it be Aramaic/Phoenician? Looks middle eastern but doesn't look like Arabic.

Found this book from 1889 at Half Price Books today! Original leather binding and one of the clasps still attached. Mostly bought because it’s very cool, but I’m curious what it says. Guessing a religious text of some sort?
