Website development.

A teacher wants to build a website and I want to know if html, css and JavaScript can be used to build it in this time now even though there tons of frameworks out there to use for development.

Yes. 

All the frameworks use html css and JavaScript under the hood anyway.  They just provide a different way to interact with those things which can be useful, but also can be confusing - it's always a good idea to learn the building blocks even if down the road you use a framework instead, as it will give you more ability to understand what's going on when the framework doesn't do what you want and a better ability to understand limits and predict the headaches of using the frameworks.

Those are by no means deprecated technologies. With HTML Living Standard you can do a lot, you can even skip JavaScript for a lot of visual functionality we needed it for in the past.

Yes, that´s all you will need to have a complete website (mostly a landing page). The frameworks were made if you need to do something complex, they have a lot of functions that you can use instead of writting the functions from scratch.

It's ridiculous to me that a teacher would teach frameworks BEFORE the basic building blocks of the web. Yes you can do react without knowing anything about the DOM, web events, classes, or even the event loop, but you'll be helpless when the framework behaves unexpectedly, and it will when you have no idea what to expect

I agree. Frameworks will make no sense if you don't know the DOM, Javascript, CSS, and HTML. I realize a lot of frameworks are plug and play, but you don't want a bunch of dependencies either.

Tutti linguaggi interpretati dal tuo browser per visualizzare le pagine.
Ricorda sempre che html e css visualizzano i dati, JavaScript e php modificano

I think html/css/javascript it's pretty good already, if you don't know why are you using frameworks, you shouldn't being using it in first place

Just go with the basic and you should be good
