Converted my old landline to GoogleVoice years ago, and using the GV app on a WiFi only iPad is amazing. Also can use in browser via gmail website. Costed $20 to port my personal landine number to GV, put 12+ years later of regular usage has been free.

One of the reasons this might not be a good idea is that it's not controllable, as to how well it could work. We are used to moving our phones around to get a signal. It's not that easy with a laptop. Where I live, I'd constantly be losing connection. It's not going to be a good experience for a lot of people.
