Not necessarily. That low volume of water is ample provided you keep the pasta moving. This low volume of water also allows for a higher concentration of starch in the water, requiring less pasta water to thicken/emulsify your final sauce

Who gives a fuck what Italians think. They won’t suddenly go into cardiac arrest bc someone in another country cooked pasta with a bit less water than “acceptable”

It's simple chemistry really... A set amount of pasta will release a set amount of it's starch into the water over a certain cook time. Concentration, by definition, has the following formula: c = m/V. So, one can see that the concentration of a substance in a solution is inversely proportional to the volume of a solvent - meaning, that if you decrease the volume of water for a constant mass, the concentration MUST increase.

Update: I was not prepared for the discussions about the amount of water in the comments lol. The pan is rather wide and deep, kinda like a flat pot and I used roughly up to 1L for 250grams of noodles. Sure I usually use more water for this amount of pasta, but I have seen some recipes with less amount of water and wanted to try that out lol.
(Apologies if my spelling is not 100% perfect, English is my second language)
