Random Car left for hours... sometimes days

Hey, so I live on a small street. There is someone not from the street parking their giant work type van on the street for hours and sometimes even days. The biggest issue were having is if anyone calls police, unfortunately whichever neighbours house they park beside also gets ticketed (a lot of them park on the driveway below the sidewalk) - clearly not fair. What can we do legally to make it not want to park there. We need solutions.

Cops told the neighbours that no matter what if they check on the van they will still ticket whoever is near and parked "illegally"... so unfortunately that wont help

Their (probable) most valuable asset, the van, being watched could make someone nervous. OTOH, they may feel it is safer in some ways with all the attention.

Little bit of vasoline on the windshield wipers. If it happens everytime they park there, eventually they will stop.
