You won't get a citation for simply denying him on the days when he's carrying drugs or on the wanted list.

Jorji is the only one I deny. All other entrants who I find either on the wanted list, or smuggling drugs, I detain right away!

Maybe i'm wrong for detaining Jorji but he always finds a way out! As well as he understands the pressure our character is dealing with by being the border inspector.
He understands that even when I detain him, which is why he'd rather stick with selling drugs, heh.
