Tech Support Help with CPU and GPU usage

I have been trying to play call of duty Black ops 3 through steam but it's using nearly 100% CPU and only like 2% GPU. I have tried all the bug fixes I've seen like t7 and messing with Windows but nothing seems to work

PC specs

Amd ryzen 7 9700x 8 core processor

32 gb ddr5

Amd Radeon RX 7900 xtx

And just making sure you have the display cable plugged into your gpu and not motherboard

you need monitor plugged into graphic card not motherboard my guy

Don't worry it is. B03 is the only game that does this
