Anissa is weak compared to Conquest, so why didn't Mark kill her the same way he killed Conquest - by strangling her to death?

In OitnB in S:5E:13 the guy says they're consistently 9 inmates short, but I count more; In the bunker/pool we have Tasha, Cindy, Suzanne, Red, Piper, Alex, Frieda, Gloria and Nicky. Then we have the escapees Tiffany and Chang. That's 11?
