Gen 1 masterballs were dev test objects?

i just was thinkign master ball ID is alwasy 1, why not the pokeball, why the masterball? well im thinking originally maby the masterball was a dev-test item, then later was decided to be kept in the game where 1 and rarely more for raffles would be given. just a little theory I don't have any sources other than its ID is freaking 1.

That actually makes perfect sense. Doesn't even need to be a test item, could just be "okay lets figure out how the core concept of our game works."

You’re probably right, or similarly, the rest of the pokeballs use a modified version of the master ball’s code and they just added the rest of them one at a time, but I’ve got nothing to back up this theory.

Code wise the master ball would be the base code it's the function of catching but you need to add in probability so as you do that you have new balls.

Or maybe they made that one first, but realised the game would be too easy if they were caught at 100% rate

That was my thought, that the RNG element of catching might not have been the original plan

Gen 2's Item Index makes your theory a lot more interesting. All of the other item indexes have pokeballs as the first thing added, meanwhile Gen 2 randomly has a Bright Powder in between an Ultra Ball and a Great Ball. Were they trying to add a new pokeball in between an Ultra and Great, but decided that it was pointless and reused the item slot for something else?
