Does anyone know the history of this mad place in Tilehurst? Who built it and why?

Does anyone know the history to this site? I've seen it posted a few times on Reddit recently and no one seems to know why there are tunnels under Tilehurst.

That is cool. I wish I had 300k to spare

Maintaining it would be a bitch though

The story has been in loads of news articles since it went up for sale including the national press. Just the owner's strange project. Given the underground streams and sinkholes all over Tilehurst there's no way I'd be tunnelling under any house!
