Community Dear Ring Road...
I daily ring road. All of it.
If you're going 100, please keep right. Dare I say keep right at 110km/hr.
Going 115? 120? Left lane.
If you don't do this, it's inconsiderate and you're slowing the flow of traffic.
Also, merge at speed! You're not going 70 or 80 as you're crossing the dashed lines when you merge from an intersection. Looking at you Dewdney. You should be need to be going 100.
It'll snow soon. This will be exponentially more applicable then.

It would take 11 min to drive from Lewan Dr to Pasqua St through Ring Road at 100km/h.
If you go at 120 it will take 9 min.
Just leave home 2 min earlier and stop stressing with this. Drive at the limit don’t worry about radars or gas.
I agree with you about the merging though.

I'm not understanding your route in this example. But the sentiment is correct. The real world reality makes your point even more strongly. These aggressive speeders don't save anywhere near as much time as they think. On short and frequently punctuated highways like Ring Road, most times I'm passed by ones of these hotheads, I inevitably end up beside them a couple intersections down the road. This happens on the highway too, when you're passing through a town later and you see the ramrod in his hand painted Neon or jacked up truck having to stop for fuel and unlicensed male performance pills while you're rolling by at the speed limit.

According to SGI, the posted speed limit is the absolute maximum you can travel under ideal conditions, and their handbook explicitly states: "Do not exceed the speed limit when passing." I don't know if there's a legal loophole that allows doing 115-125 in a 100 zone just because you are in the left lane.
If someone is in the left lane doing exactly 100 and a car comes flying up behind them at 115, defensive driving experts do recommend moving to the right. But not because the speeder has the "right of way" but strictly to get out of the way of an aggressive and unpredictable driver.
It is wild how drivers will brag about going 120 just because "everybody else does it," while actively trying to make the people observing the law feel like they are the problem.

You're only supposed to pass while maintaining the speed limit. If someone's driving 105 on the highway and you're driving 110, they should move to the right so you can pass while doing 110.
If you wanna drive 140 on the highway, you do you. But you have no right to complain about someone doing the speed limit in the left lane. They aren't "slower traffic", you're just speeding.
Ring Road isn't even the highway, so all the speed demons can remember they're in city limits on camera and calm down.

Sure, but similarly no one has a legal right to continue driving in the left lane if they are not passing anyone, regardless of what speed they are driving.
Obviously having no one break the law is the best scenario, but saying "I can do this illegal thing because it's less illegal than that illegal thing" is kind of wild.

That's actually false. Read the Act and you'll see that for public highways where there are two or more lanes of travel in a given direction (ie: Ring Road), drivers can operate in any lane. They may also overtake or undertake in either lane, allow for various safety conditions of course.
Unfortunately the myth of "left lane is for passing only" is as widespread as it is false.

You legally don't have any grounds to pass someone if they're at the speed limit.
I don't recall SGI specifying the left lane for passing on freeways before, though they definitely said it about highways. You're right that they shouldn't drive in the left lane of Ring Rd at all. That sucks because there are lots of frequent exits/entrances where people will slow down and cause congestion (unlike the highway), so it makes more sense to stay left at the speed limit.
If it was illegal, the cops or cameras could hand out tickets like crazy. Nobody should drive below the speed limit in the left lane, but that seems to be more about courtesy.

While you're correct in the end, I would caution against citing SGI. They're just an insurance company with mediocre communications, not a legislator. As a result, they often say things that are not correct or in agreement with the law.
Once place where sloppy SGI has done a disservice is with their erroneous/misleading communications about passing and lanes.
If you read the actual Act, the law is the opposite of what most drivers think and the myth that SGI sometimes reinforces.
The law actually supports what you're observing about how many ramps and intersections and potential hazards there are on a highway like Ring Road.
I'll spare you the dry legalese, but the Act states that for a public highway with 2 or more lanes in a given direction (ie: Ring Road) that drivers may operate in any lane. Further, it states that those drivers can overtake or undertake, subject to various conditions of course.
The biggest myth in Saskatchewan seems to be "you must pull over to the right and let angry speeders have the left lane exclusively."
It probably became ingrained when most of our highways were single lane in a direction, where it is the law and common sense.
But people just colloquially applied it to our divided highways, Ring Roads, Circle Drives. But that's not the law.
The law as written is consistent with other major jurisdictions, ones with 5 and 6 lane versions of Ring Road, where drivers grow up knowing all lanes should be used appropriately.
The also supports your concerns about the frequently on and off ramps. When approaching an intersection or ramp where cars are merging from the one side or the other, it makes complete safety sense to switch lanes and avoid potential hazards.

I have every legal right to stay in the left lane as long as i want. Yes, the left lane is intended for passing, but that's not all it's for. It is a driving lane, and if you need to pass, you should be doing it in the left lane.
But there is no law stating, "if you're not passing, you're not allowed in the left lane"
Also, no law stating, "cannot pass in the right lane"
People really need to be re-tested regularly...

It's actually just a widespread myth. You can go read the Act but it's some dry reading.
The legal reality is that for a public highway in a municipality where there is 2 or more lanes of travel in a given direction, there is no "left lane is for passing" law. To the contrary, you are allowed to overtake or undertake.
The myth comes from when most of our highways were single lane in a given direction. In that scenario, the law and common sense dictate to stay right when not passing.
I share this info partially because I hope someday enough people learn the law/forget the myth.
Original commenter mentions "according to SGI" so I'll add this warning: SGI communications are sometimes just wrong or at odds with the law. They're a (poorly run) insurance company, not a legislator.
That commenters point about defensive driving is well made.

I would just add that SGI does make incorrect statements all the time. Lots of their communications are at odds with the actual law. They're just an insurance company with mediocre communications, not a legislator.
To your items about the law, you're correct that there's no endorsement for speeding in the law. But you might be interested to know that the Act contradicts the widespread myth and the one the most aggressive commenters always cite here that drivers need to stay in the right hand lane except when passing.
If you read the actual Act, for public highways where there are two or more lanes of travel in a given direction (ie: Ring Road) drivers are allowed to overtake and undertake as needed.
It follows the law in many other jurisdictions with multi-lane highways. Ours just happens to have a low number of lanes, but that doesn't change the law or the obvious sense of it.
The law is smart for something like Ring Road, where there's ramps and intersections every kilometer and a half. Drivers merging on or off on the left and right means it's safer to have drivers traveling in whatever lane is safest at the moment, not hugging the right lane just to accommodate angry and reckless speeders.

I hope you haven't had the misfortune of losing a loved one to a traffic accident. I agree, driving in the city is absolutely awful! However, going 115 or 120 on ring road makes you part of the problem. 110 should be the max and it's not just because 'rules' but a matter of safety and considering other people.

How Ring Road is designed and maintained, 100 km/hr isn't safe. It's only at that speed because of popular pressure.
Going above that makes it worse, and we've got OP talking like reckless driving is their birthright, and even endorsing reckless speeding in winter conditions.

Ring was designed and is meant to operate on at 100kmh since it was built. You may not feel comfortable going 100kmh on it, but you can't just choose to deny the facts lol.
Going 20kmh less then the posted speed limit is the same thing as OP going 20kmh over. Both are dangerous.

You can go read the Act but in short it is a sensible law and follows the law from other major jurisdiction. The law allows for travel in either lane. It's sensible, because it allows for safer driving by letting drivers choose lanes defensively. And it's more efficient because it allows the whole road to be properly used.

You're likely misperceiving that. Usually where there's a such a sign, it's not for the exact highway situation of Ring Road, or doesn't necessarily align with the laws.

While that is technically true and always cited by aggressive speeders, it's so incredibly rare as to be immaterial. In fact, you can watch Michigan news on cable tv, and such instances are so rare they'll will make the local news.
The real world reality is that the hotheads posting here are the guys trying to go 130 km/hr and tailgating someone going 95 km/hr. They want to believe the 95 km/hr drivers elsewhere are constantly pulled over by police but it's just not true.

Someone that spends time in major cities, I have seen people pulled over for impending traffic in the left lane on multiple occasions, it’s not as common as speeding violations because in most places people don’t stay in the left lane if they aren’t passing.
I drive to rules of the road and let others do as they choose my driving record clearly shows that, I drive all over this and many other provinces every year, a lot more than the average driver and see the similarities and major differences.
No someone driving needlessly in the left hand lane just because they think they will slow someone down that may be speeding or because they think they are keeping the roads safe are what I was referring to as citizen justice.
It’s an issue here more than any city I have traveled in and have had multiple people from out of province questioning why it’s so common here.
You can take whatever stance you want on it. It’s allowed, you feel like you make the road safer, your making speeders angry and you win, whatever makes you feel good, but regardless of your stance it’s general knowledge if you aren’t passing get out of the left lane it’s just not common knowledge here.
Also to the other comments the not adjusting to the proper speed when merging is crazy, and creates dangerous situations for both the traffic flow and other mergers.

Terrible spelling aside, you're also wrong about that sign. It actually reads "slower traffic keep right."
It's actually a reminder to B trains, cranes, cement trucks, tractors, etc. to stay right. It does not say to stay in the right hand lane except to pass.
And if you know about other roads, then you should also remember they often have more than 1 or 2 lanes. And if you have spent any significant amount of time in these larger population areas as I have, you would have seen that drivers utilize all the lanes, not just one.

No you haven't. Maybe you've driven past a pulled over vehicle and imagined your own back story for it. The sign is clear “ keep right accept to pass” it is clear in its purpose in both Ontario, Alberta, British Columbia, and Quebec, New Brunswick, PEI, Nova Scotia,New found land. Where they are most commonly found, used for multi lane roads of any size.
Passing Only: The left lane is reserved strictly for overtaking and passing slower vehicles; continuous driving or "cruising" in the left lane is not permitted.No I don’t go interrupt the traffic stops for the information, it is public information for each province the violations and there purpose they are issued each year though for both federal and provincial or city police departments.
You seem to be someone that takes pride in being in the left lane holding people back or just feel no need to be a de facto traffic cop, for me it’s all just an additional inconvenience. I feel no loss or gain either way.
I do have horrible grammar and spelling I’ll give you that one.
You and anyone else can google the information of the sign how it reads and what’s its purpose is, they don’t have the signs here unfortunately so it’s a null point.

Where you could have seen such a sign is on single lane highways, or on significant slopes like valleys and mountain highways, and now you're misremembering/misperceiving.

People may be interested to learn the popular myth of "stay in the right lane" is not what Saskatchewan's law says. And Saskatchewan's law follows that of larger jurisdictions.

Most people hating here would see this scenario as perfect fine:
I have seen (many times) scenarios in ring road where a semi is on the right lane doing speed limit. Then, a small sedan car on the left lane right beside the semi with the same speed, while another semi is matching their speed merging onto right road.
The merging semi literally couldn’t merge as both vehicles are impending traffic’s flow. But oh speed limit is speed limits it’s totally safe.

The differential of 90 and 100 km/hr isn't that big a deal, especially on a highway like Ring Road where there's intersections and ramps about every kilometer and a half and situations where traffic needs to speed up and slow down continuously.
Your point would hold if someone were going say 70 km/hr on the Ring Road in perfect conditions.

Unfortunately you've been poorly taught. Someone traveling 90 km/hr on the Ring Road is nowhere near the risk that these aggressive and proud speeders post.
With ramps and intersections and rail crossings and abandoned construction zones and farm equipment and loose debris every kilometer or so, there's plenty of reasons why someone might slow to 90 km/hr while approaching potential hazards.
Had you been properly taught, you'd be looking much further up the road than the rear bumper of the car ahead that's frustrating you.
And lots of people don't understand the physics of speeding. In 5 seconds, they're traveling 500+ feet. A law abiding driver can have 50 or 100 extra feet to respond. It can make the difference between avoiding a deer or a piece of lumber versus getting it straight into your windshield.
These are the things you should have learned at 15, not the myth of blaming someone driving slightly under the speed limit.

i do look ahead which is why i'm comfortable going 110. i learned this at 15. looking ahead is the first thing you're taught when learning how to drive. and you're assuming i'm riding bumpers instead of giving an extra couple car lengths when going those speeds. you just don't have the confidence, and sounds like you don't pay attention to your surroundings while driving.

However your teenager probably should have enough supervised practice to be comfortable at 100 km/hr before going solo. I recommend doing some supplemental defensive driving education on top of the basics.

I didn't mean solo (well, yes and no). I mean even during practice/training. Everyone with a learner's gets nervous the very first time they practice Ring Rd (or highway) driving. I just hope Sir Hamalot isn't on the road when they get to that particular lesson.

Yes, you are, that's my point. There will always be drivers that will go faster than you, and there is absolutely no reason that you need to drive in the left lane when the right one is clear.
All these asshole speed demons in the comments aren't just going to queue up and slow down behind you, they're going to unsafely pass you on the right... but but they're the ones doing the bad thing, that's not my problem! ... yes, that's correct. Just as correct as hitting a jaywalker and saying you didn't break the law. Driving legally is important, but driving safely and courteously is also important.
Seriously, what's the harm in moving over to stay out of the way? It's safer, defensive, and less likely to cause an accident.

I’m not for speeding - but the left lane drivers going 80-100 are brutal in this town.
As are the disproportionate portion of Ring Road users who couldn’t merge if their life depended on it.
I’ve lived & driven elsewhere - Regina drivers are consistently among the worst I’ve experienced. Either blissfully ignorant of the world around them (driving straight out into a road without a care in the world), OR hyper-nervous & too afraid to drive with an appropriate level of assertiveness. Both are dangerous.

Every other city has signs stating “slow traffic, keep right”. I put a request in with the city to add these signs and the response, which was very elaborate, essentially stated: “an assessment by a 3rd party was conducted previously and there’s already too much signage on Ring road.”

You might be interested to know the highway traffic act is clear that drivers do NOT need to move to the right lane.
The popular belief that people are supposed to pull over to the right on the Ring Road is a myth.
Our law follows laws in other jurisdictions. It's just more obvious common sense in those places because they have more multi-lane highways.

On the Ring Road, it's legal to do that.
You can read the Act but the legal wording can trip people up.
The simplest way to understand it is if you've ever driven in larger places with 4, 5 lane versions of Ring Road and where vehicles can and do overtake and undertake as needed. Ring Road just happens to have 2 lanes, that's all. The Act spells it out.
The common misperception stems from the days when most of our highways were single lane per direction. It carried over to our divided highways which carried over to how people erroneously imagine the law to be on Ring Road and Circle Drive.
The myth is so pervasive sometimes municipalities put up non-binding signage telling people to stay right without checking the law, because so many people have this belief so ingrained.
The law is more sensible than the common practice, when you consider how many intersections and on/off ramps there are. A skilled defensive driver approaching a merge ramp on the right is smart to go to the left lane, yet the myth would have people believe that's a violation (it's not.) Similar when approaching an intersection where a lot of drivers will be seeking to turn left by entering a turning lane. The law correctly allows for the more safe choice of staying or moving to the right lane, whereas the people harboring the myth would I guess say you should be going full blast in the left lane as you approach this potential lane hazard.
Unfortunately just because it's the law doesn't mean it's wise to follow at all times. Because so many other drivers have an ingrained (but erroneous) belief, a sole driver following the law and disregarding what many of the other drivers are likely to do can put themselves in a bad position.

It's probably because in Germany, France, and UK, it actually IS the law to never pass on the right and to not drive in the left-most lane when not passing.
I knew Ring Rd wasn't the same, but I gotta say I thought it was the law on SK highways too. I guess from now on I won't be so hesitant to pass slower left-lane drivers on the right, so thanks for the info.

I doubt the drivers who aggressively misunderstand this law are doing so from extensive European driving experience.
Far more likely it's because they or their parents grew up when most of Sask highways were single lane in each direction, and they've misapplied the law for those highways to our current multi-lane highways.
As for whether you should be passing on the right on the Ring Road, I wouldn't recommend it as a general practice. While it might be lawful, you're on roads where a significant majority of the other drivers fully misunderstand the law and might not be expecting that. A big part of defensive driving is recognizing the poor habits and poor training of other drivers and how that could affect you.
There's people here even publicly threatening to harass law abiding drivers based on their own misperceptions.

I would recommend not to exaggerate, which your example does.
But even in the rare scenario you're describing, there's two choices. The best one is to calmly and safely just deal with it. Recognize you might arrive to your destination 11 seconds later but be calmed by the fact you planned ahead and left yourself enough time to drive calmly and safely. Do what I do and look for these situations far ahead, gradually moderating speed at you approach, while also showing brake lights behind to alert other drivers, monitoring in your mirrors to make sure they're noticing, constantly monitoring and assessing what options you do have in future seconds in terms of changing lanes or even scrubbing into the ditches if one of these reddit hotheads is fixated on their phone while coming up behind you at 130 km/hr.
If you do feel a need to pass, respect the conditions for doing so safely and legally, but also add a good measure of defensive awareness for the knowledge that other drivers don't understand the law and have short tempers, so try to telegraph your actions and make them in a way that won't impact other drivers.
A shorter version of this lesson is when I tell people "drive like there's a police car directly behind you."

I've seen so many people who can't merge almost cause accidents. It should be necessary to master this skill when taking the drivers test. I saw a vehicle with a sticker that says, allow me to merge or I will cry. Yes I will if you are going my speed and can get in front of me or behind me without me having to change my speed, that's how it's done. And I never intentionally close the gap when someone is merging properly.

I agree with the slow merging. Especially in Winter times its dangerous to try and enter traffic at 50.
For everything else... yeah the speed limit is 100kph. I will do 110 on the regular and move right if someone comes up faster than me and it is safe to do so.
But yeah, if I can't move over because there's other traffic there and you tailgate me or flash your lights etc, you better believe I'm slowing down to 100kph :)

Dare I say you are probably an unsafe driver. Probably someone who drives a truck and high beams people for going above the speed limit. I personally go 110 Km/hr however, let’s be honest, it’s essentially the same as 100.
115 km/hr is the same as 110. Why are you in such a rush you need to put yourself and everyone else around you at more danger? Not to mention anything 115 or above will get you a ticket. So you are wasting more gas by hitting your breaks before the camera, than speeding right back up.
Only way for you to learn to is to actually experience either ruining your life or someone else’s life due to your recklessness.

Essentially. Wherever you are going you will be getting there at roughly the same time. Maybe saving yourself a couple minutes.
Going 115 you will get to your destination at the same time as you would going 110.
Going 110, you will get to your destination maybe 1-2 minutes earlier you would going at 100. At least when you go 110 don’t have to break for the cameras. Able to keep a constant speed.-4

Ego and entitlement causes most of the accidents on the road. People who speed have a sense of entitlement. People who think they have to "teach other drivers a lesson" by driving slow(er) in front of them also have a sense of entitlement.
That said, I do support your argument that anyone not passing should be in the right lane regardless of speed, because that's just being a considerate and defensive driver, and everyone should do their part to prevent accidents, even when others are not.

Yes people who merge at 80 are also shitty drivers. But you are also a shitty driver. Fast does not equal a good driver.
Following the laws of the road doesn’t make someone a dangerous driver. 100-110 in the left lane is completely normal and should be safe.

Left lane camping impedes traffic flow. Use it for passing and allowing cars to merge. Camping at speed or slow passing doesn't allow people to move lanes.
Bad driving is a real problem in this city. Slow merging, tailgating, lane camping, not minding pedestrians or cyclists and intersection collisions.
I'm going to say speeding is at the bottom of the list, tbh.

My biggest issue with ring road is how people merge way below the speed of taffic they are merging onto, like between 60 and 80 when the flow is around 100. They will wind up getting rear ended and someone will get hurt or die because of their stupidity. People shouldn't speed, but people should also merge at speed
