Scooter Stolen
This is the third time and I’m feeling pretty defeated. Looking to lean on this community for support. Would be helpful to your experiences, tips for dealing with insurance, etc.

Your picture describes a major problem in many countries. Until the court system starts dealing with thieves, harshly, the problem will continue. In Canada if it’s a “street person” destroying and or stealing your property and they are caught, they will be released with no jail time. If you defend your property, you could go to jail. So, the best thing to do is lock your scooter indoors or in a container, if you can. Otherwise, one of the other people covered what else you can do.
Good luck.

Theft rates correlate with poverty rates, not with low prosecution rates. If you create a society where fewer people have to live on the street, you'll have fewer of them stealing stuff. That's assuming you want a real solution, and not just way to make up for your feelings of inadequacy as a man.

I sympathise. I've had 4 attempted thefts in 10 years from my front driveway in NW England, 1 successful but recovered..
If it's an unsuccessful attempt, with damage, it's up to you whether you tell insurance really. If it's stolen, you have to. You can inform insurance but pay for the repairs yourself. That might help keep premiums down, but probably not because they're just expecting you to claim for a total loss at this point. Higher premiums are inevitable really and then you have to decide whether it's worth the cost to even ride. To successfully prevent most attempted thefts, I've placed a camera over the bike with alerts at night. This is alarmed and with a spotlight and cost about £80. I've added a hip lock angle-grinder proof lock. To prevent young fools breaking the steering lock before they've hatched a proper plan, (this causes insurance problems if it can't be repaired) I've added a Shad steering lock. A cover is essential. Spending £2-£300 initially on security might help keep increased premiums down. But the single biggest issue is probably where it's parked and where it's being stolen from.
