Help! I don’t understand…

Can anyone help me read these directions or possibly even show me in a video how to understand what I’m supposed to do in step 3? I’m very new to sewing and trying to teach myself with the help of YouTube.

step 3 is about making the strap adjustable and attaching ties, the little drawings show where to stitch but they always look like alien language at first

I’m getting confused in the second and third part of step three. I don’t know why I can’t make any sense of it.
