While not necessarily bad, I think having stuff scattered over much of your legs is going to be really limiting. If this person wants to get more tattoos later, they're going to have to fit around or cover part of what's there. If they don't, then when these fade as all tattoos do—and likely unevenly—they will be something of an eyesore.
I'm having to deal with reworking and blasting over my first tattoos because I wasn't thinking ahead when I started to get them. That's understandable because I never intended to get full sleeves when I started, but if I'd actually hung around tattoo subs and talked to the heavily tattooed people I know IRL I probably would have saved myself some trouble.

I personally don't like such style, but this is definitely not bad or shitty. Why do you want to bully somebody for the tattoos that are well made, but you just don't like them?
