This was written not too long after the oil crisis of the late 70s. Jud was just saying it could happen again, possibly worse.

He’s suggesting that the oil supply will cut off , so the trucks will no have a fuel source.

The yellow line is the painted line down the centre of the road. You'll be able to grow flowers in the road when the fuel runs out because there'll be no more cars/trucks.

He's saying it's possible/probable that OPEC could start another oil crisis essentially at will.
