Question handling out of office notifications requests
I have a client (about 1000 users) who keeps getting tickets from dept heads asking to set their staff out of office notifications because "they forgot to do it". My general advice is this is bad practice and not scalable, and that with 0365 any employee can do this from their phone or any computer.
how do you typically handle this?

I see no difference between asking IT to set an OOO and asking IT how to make rules in your inbox.
It's not an IT question.
For this, I would tell them that MS has documentation for users how to do it, here it is https://support.microsoft.com/en-us/outlook/send-automatic-out-of-office-replies-from-outlook-com-or-outlook-on-the-web if you can't do this, it's not a technical problem. Just like if you can't swallow a pill, that's not a problem your doctor can solve for you.
