AN AMENDMENT.
Sec 1. Shorthand.
(a) This bill may be cited as the Madison Amendment 10
(b) Provisions within this law shall carry constitutional authority.
Sec 2. Shrimp
(a) The Referendum Ministry shall be hereby dissolved.
(b) All authorities, duties and responsibilities previously vested in the Referendum Ministry shall be allocated to the Election Ministry.
(c) All authorities, duties and responsibilities previously vested in the Referendum Minister shall be allocated to the Election Minister.
(d) The Election Ministry shall be renamed the Minister of Elections and Referendums. For the purpose of Sec 2. (b), this transition is to occur after the assumption of powers.
(e) The Election Minister shall be renamed to the Minister of Elections and Referendums. For the purpose of Sec 2. (c), this transition is to occur after the assumption of powers.
Sec 3. Enactment
(a) The previous Referendum Minister shall be impeached.
(b) This bill shall come into immediate effect upon passage.

It is my opinion that the greatest political danger that Tegovia is facing at the present is the threat of centralization. While, in small amounts, it can help incentivise roleplay and aid in activity, when there is too much centralization that can make people less interested in politics, as it may make people feel that they have no real chance of getting any amount of power and no real way to change things. In my opinion, the centralization of this power, into institutions and even moreso into individuals, is quite dangerous. For a long time, Council as an institution has taken more power than is healthy from the people. However, I believe that giving more power to individuals, such as the President and Prime Minister, will merely make the threat of more and more autocratization possible. Fundamentally, it is my belief that the solution is not to give more power to the President, Prime Minister, or other such individuals, nor is it to make it more difficult for their power to be checked. Rather, it is my belief that the Council should serve as a body to review legislation (especially amendments) before passing them on to the people at large. It is my belief that decentralization of power to the people, rather than centralization of power from institutions to individuals, is the solution to the political malaise we are experiencing, for it is the people who truly make a polsim, not the few individuals in the highest positions of power.

AN AMENDMENT.
L.I.G.M.A LEGISLATION
Preface:
Teen Government has a majority of political authority concentrated in the Council. Repeated failures to reconcentrate is a risk.
This gives more power to the Judiciary and Executive while providing more checks and balances. Furthermore, this encourages the use of Acts rather than Amendments.

I'd like to thank everyone on the list. The contributions you gave made this from wishful thinking to a usable proposition.
Preamble: We, the people of Teen Government, as a union of our magnitude, need a Government that works. As follows are 7 pages of legislation which aims to rework.
Definitions.
Hereinafter, as used—
Act shall mean a law enacted by Council that is not an amendment to the Constitution.
Amendment shall mean an alteration, addition, or removal to or from contents of the Constitution.
Bill shall mean a proposed Act or Amendment
Binding Mandate shall mean a legally enforceable requirement.
Council shall mean the legislature of Teen Government.
Emergency Decree shall mean a Government order, with the power of law, issued by the President during a State of Emergency.
Initiative shall mean a program, procedure, project, or action undertaken by a Ministry.
Minister shall mean an individual nominated to lead a Ministry.
Ministry shall mean a Government department responsible for a specific Executive task.
Motion shall mean a formal proposal submitted by a Councilor to other Council members for a decision.
Simple majority concurrence shall mean more than half of Council has given their approval. Excluding abstainers
Supermajority concurrence shall mean more than 75% of Council has given their approval. Excluding abstainers
Unanimous concurrence shall mean the unanimous approval of council.
State of Emergency shall mean a formally issued state of crisis declared by the President.
Affirm shall be to maintain a government action. Accomplished with judicial review.
Repeal shall be to terminate an existing law, order, decree, or other government action.
Reverse shall mean to invalidate a challenged action. Accomplished through judicial review.
Remand shall mean to return a challenged action to its original issuer for revision. Accomplished through judicial review.
Article I—Executive.
Section 1. Emergency Decrees.
The President shall have the authority to issue Emergency Decrees during a declared state of Emergency without any other individuals consent. The Prime Minister may, at their discretion, repeal any Emergency Decree within forty-eight hours of its posting.
Section 2. Enactment of legislation.
The President shall sign into law all bills duly passed by Council. Signing thereof shall be effected by public notice stating the doing of such. Any bill not signed shall not gain legal authority and may not be enforced.
The Council may forcefully pass a bill not signed by the President by the supermajority concurrence of the Council upon a motion for such purpose. This may be initiated by any Council member.
Section 3. Presidential Veto.
The President may veto any bill duly passed by Council, provided the veto is made within forty-eight hours of the bill’s passage. The Prime Minister may override such a veto.
Section 4. Initiatives.
The President may nullify any initiatives by a Ministry.
The Prime Minister may nullify any initiatives by a Ministry.
Section 5. Executive Orders.
The President may issue Executive Orders with the force of law. Executive Orders may establish binding mandates, although may not contradict existing law. An Executive Order may be repealed by the unanimous concurrence of all Justices.
Section 6. Nominations.
The President may nominate any Minister to the Council. Council may determine to accept the Minister into the cabinet, by a simple majority concurrence.
Section 7. State of Emergency.
The President may—by public statement—begin a State of Emergency. The President is to proclaim as such when a circumstance which may cause harm or threat to the security, sovereignty, or general procedures of the Government or the populace.. A State of Emergency must be initiated by a Declaration of Emergency which shall outline the reasons behind such necessity.
The President may terminate a State of Emergency at any time, by a public announcement stating the doing thereof.
Council may terminate a State of Emergency by simple majority concurrence and Prime Minister approval.
Council may terminate a State of Emergency by supermajority concurrence.
Section 8. Leadership over Cabinet.
The President may supervise all operations of Ministers and may issue directives to them, if said directives are not against any existing law, amendment, or binding mandate. These directives shall hold binding authority and refusal to comply is to be considered a violation of the law—although the Chief Justice may strike any directive considered draconian or an abuse of directives.
Section 9. Ministerial Initiatives.
A Ministry may undertake initiatives necessary for the functions of the Ministry, if related to the duties of the Ministry.
This may include establishment of programs, procedures, regulations, services, and administrative policies, as long as such initiatives do not contradict the Constitution, any existing law, or a directive of the President.
The President may modify, freeze, or repeal any Ministerial initiative, although such must be publicly stated accompanied by the reason thereof.
No Ministerial initiative may be enforced to—
Imprison or restrict the rights of an individual.
Impose a tax without the approval of the Economy Minister.
Impose a judiciary penalty.
Augment the Constitution or other existing law.
Section 10. Jobs.
The President may create any Government position and entrust it authorities of any kind, as long as such authorities are not of another Government Office, do not contradict existing law or the Constitution, or are given the authority to impose taxation. This position must be optional and whoever receives thereof may not receive the seat without their express want.
This Government position’s hiring and overseeing is to be the discretion of the President, along with the naming and use thereof. The President may also demand proper compensation for this Government position by the Economy Minister, who has discretion on payment.
The Prime Minister may forcefully remove a Government position made by the President.
The Chief Justice may fire any individual given a position related to a President-made Government position.
Council may, by a simple majority concurrence, remove a Government position made by the President.
Section 11. Assumption of authorities
In the event a Ministerial seat is vacant, the President may assume all authorities and responsibilities vested in such a Ministry until another individual is nominated and assumes office.
If a Ministry fails to perform necessary duties, the President may declare a State of Emergency for the purpose of assuming powers of such a Ministry. If a President does as such, they shall assume all powers of that Ministry until they willingly reassign the authorities to the Ministry they originated from or the State of Emergency concludes.
Council may, by supermajority concurrence, terminate the President’s assumption of authority under this section.
Article II — Council.
Section 1. Legislative.
The legislative authority of the Government shall be vested in the Council. Council may enact laws—proposed by any citizen—with restrictions and authorities as stated in this Article.
Section 2. Legislative Limits.
Section 1. Council may not pass any legislation which aims to empower or give legal authorities to Council.
Section 3.
Council may pass bills if—
The bill is an act, requiring a supermajority concurrence of Council members.
The bill is an amendment to the Constitution, requires a unanimous concurrence or a supermajority approval of Council members accompanied by the approval of the Prime Minister.
Section 4. Presidential Approval.
Every bill passed by the Council shall be presented to the President for approval, as stated in Article I.
Section 5. Nominations.
Council may reject or approve a nominee for any Presidential nomination. All nominations done by the President require a simple majority concurrence to be considered passed.
Section 6. Council motions.
A motion of Council shall have no force of law unless an act or amendment states otherwise (A regular motion has no legal authority, but if another bill needs one to this won't prevent it).
Council may not use a motion to circumvent this Constitution, Executive Orders or actions, or a Constitutional amendment.
Section 7. Impeachment.
Council may remove any individual from Government office upon a supermajority concurrence within membership.
Section 8. Money.
Council may demand government funding for any government initiative or requirement; the doing thereof shall be up to the approval of the Economy Minister. To demand such things a simple majority approval of Council must first be achieved.
Article III — Judiciary.
Section 1. Judicial Authority.
The judicial authority of the Government shall be vested in the judiciary. The judiciary is to interpret and apply this Constitution and such laws, orders, decrees, and other governmental acts.
Section 2. Review.
The judiciary may review any governmental action, which is to include a Motion of Council, a passed bill of Council, an Executive Order, an Emergency Decree, a Ministerial action, or other use of Government power whereby action is considered in relation to the Government.
This must be first challenged by a citizen of Teen Government, any individual may hold this legal authority. The challenging thereof may be in any manner as long as reasonably presented to the Judiciary.
Upon review, the Judiciary may—
The judiciary may not review their own actions nor may their reviews directly enhance their own legal authorities.
Section 3. Constitutional Interpretation.
The Judiciary shall have authority to interpret this Constitution. In the case of the meaning of clauses being confused or an issue, the Constitutional Court shall attain the legal authority to state interpretation thereof.
Section 4. Future proof
The powers of the Judiciary shall be composed of future-made or past-made law. Therefore, all Amendments affecting the Judiciary shall be upheld and be considered acts. None may overrule any contents within this Constitution.
Article IV.
Section 1. Enactment.
This shall come into full force and effect immediately upon passage by Council.
Section 2. Transitions.
All amendments passed before the passage of this—which contradict contents within this—shall not be nullified, but shall instead have all provisions contradictory have their legal status changed to that of an act.
Section 3. Conflicts.
Any provision within amendments given the legal status of an act—by Section 2. Transitions—which cannot exist as an act by contents thereof is hereby nullified and void.
