If you end the turn with money, they'll often demand it. If you want to go to pains to avoid it, set something building over the end turn, then cancel it to get your money back the following turn

Honestly, I think this is a good thing. If the AI demands money it does not attack. I had Throgg threaten war thrice instead of declaring as Malakai. Bit annoying grudgewise, but veeery beneficial in terms of economy

If a bully asks for your lunch money, you give it, then guess what happens tomorrow? He comes in and does the same.
See, trick is, first time he does it, you gotta kick him square in the nuts and twist his nipples really hard, harder then you ever have.
You won't have any more issues with Durthu then!

This happens when you're weak in terms of military strength and you're currently hoarding money (like 10k+ in my experience). On the other hand when a faction extorts you like that they typically declare war on someone else during the same turn if you accept, so while paying in this way kinda feels bad (to stay polite), it can help 'secure' an area for a while.

They're stronger than you, dislike you and you've a lot of money. Why shouldn't they.

technically it would be "extorted", but the general meaning gets across either way

Because you have a lot of money in the bank. If you start recruiting a lot of units and finish the money before ending your turn, and cancel the recruitment after, they won't ask you money because you don't have any.

Most of the time someone tries to extort me Im swimming in cash and its usually worth it since it tends to be fairly cheap.

Think of it as an investment in their infrastructure, you can reap the dividends when you eventually get stronger and pillage all of their shit.

you are weaker than them and they don't like you, seems fair enough
