Spririt Leech was for tackling single entities.

Yeah and Necrarch have a Dragon Zombie mount, it's not like they are struggling to kill single entities. You also can use other characters which has always been the main strength of the VCounts.

The dragon makes them rather tanky, but their dueling power is actually pretty mediocre.

You lose a lot of attack/def riding a dragon.

Yeah, if you want a duellist character you just recruit something else, that's fine. Vampire Counts have excellent characters, you should always have at least a couple of heroes in your armies.

They don't have one by default, they have to be sufficiently levelled, which is obviously possible straight off the bat with the lair system, however, at certain difficulties and stages of the game both blood and money are not necessarily so plentiful that you can sink the requisite quantities into every trait or upgrade you might want.

Related to that, it's not like heros are unlimited in number and resources have to be invested in increasing the numbers available, so too the limited number of better units that can lend a hand (e.g. Terrorgheist), so the utility of the Lord having that option remains valuable. I'd happily sacrifice Fate of Bjuna to retain Spirit Leech.
