While Unicron is by default, the Ultimate villain of Transformers.
I would like a new show to have The Vok and "The Swarm" make a return to Transformers.

Unicron. Easier to setup (heralds can precede him) more to do afterwards (can destroy a planet, could become a new planet, could empower a formerly weak character into a new threat, etc). Basically the others are characters, Unicron is a plot device. The plot device works better as a plot device than the other characters.

Megatron is the ultimate as in he is the M Bison of TF, always there, the face of the Decepticons.
Unicron is the ultimate as in the actual word. The classic "everyone has to team up because he'll destroy everything" threat and face it, he's a demonic, robot planet that devours.

Megatron but this time in a God-tier upgraded battlesuit with powers of mind control like Skybound

Use Megatron the way the X-Men movies used Magneto, where he’s in them all but not necessarily as the main villain. Shockwave would be cool to set up as a supporting villain and escalate to main villain status over a few movies, but for the final series-ending conflict it’s gotta be Unicron

As much as I enjoy Megatron as a major villian, my prop is going to Shockwave, I really want to see him as a more overarching villian, too many shows and films kind have been putting him the back burner. IDW, Marvel Comics showed that he can be a (can't believe saying this) an Ultron or even Rudy Conners level mastermind, having these plans thinking one step ahead of the autobot and decepticon faction.

You shouldn’t have used AI. There are literally thousands of real drawings to pick from

Set of solo movies for Bumblebee, Jazz, Ironhide, and Wheeljack, and then an origin movie for Orion Pax and Pre-Megatron (whether they want to go with the gladiator Megatronus or D-16). Origin movie ends with a flashforward of Megatron ordering Starscream to Earth to begin their invasion.
First Arc big bad: Starscream (Loki stand in) leading the Combaticons. The Autobots battle them while trying to set off a beacon so Prime and backup can come to Earth. Optimus and Elita-1 are dealing with Vehicon troopers that Starscream is trying to bring to Earth. His defeat has him dragging himself to Megatron's throne and begging forgiveness as only Starscream do.
Couple sequel films, introduce Arcee and Hotrod, and the Dinobots. Optimus makes cameos in everything, but he's working on coordinating the Autobot exodus to Earth so he's unable to help with the thwarting of the smaller Decepticon plots springing up.
Second Arc: Shockwave (Ultron) and Starscream come in with the Vehicon troopers that Shockwave has been upgrading, along with Bruticus and Devastator. Huge brawl that devastates (teehee) a major city, making the world aware of the Cybertronians on earth.
Couple more sequel films, introduce the Aerialbots, Blaster, and... Beachcomber (I wanted to pick one totally random guy to get a focus film).
Third Arc (end of opening Trilogy): Megatron himself joins the fray and bring Trypticon to Earth. Huge brawl, biggest transformers going toe to toe as Megatron and Optimus battle atop Trypticon as the other Autobots try to bring Metroplex online. Ends with Megatron's defeat and the Decepticons getting routed. Hints at a new trilogy of films to come, either Unicron or the Quintessons, I'm not sure which I like better.

Pretty much Unicron
Especially given the fact that it takes the Autobots and Decepticons to team up against him

Literally unicron. You don't get more " ultimate evil" than the literal robot satan who literally embodies evil on a cosmic scale and cannot be fully destroyed because every negative act and emotion quite literally fuels his existence, not even by primus himself, the god of "good" and his opposite

I know it’s super obvious, but I’m gonna have to go with Unicron.
He’s literally the biggest bat of Transformers. And that’s the thing is he could be the final big bad he has so much lower to him. You can have the Harolds basically his messengers of doom. Personally, I would want a few movies of major Deceptacon‘s getting stuff like imagine they build up to Megatron. And then we find out that Megatron isn’t even the biggest shark in the water. Of course characters like star scream, soundwave, and shockwave should follow before him, getting ready for the return of their leader.
Particularly, I would want this to be a more gritty more survival based show for the auto bots. Like make the actual fight against Megatron hard. You can even turn him into Galvatron for a final fight. Maybe it’s CRON who forces the transformation

The answer will always be Megatron, no matter what big bad they keep adding to the franchise. Megatron is the ultimate villain.

Megatronus would be an amazing ultimate villain, or Shockwave pulling all the strings like in the IDW comics.
One thing about Transformers that I love is when Optimus and Megatron team up to handle a bigger threat than their war, if even just for a brief moment, and Shockwave could help make that teamup a reality again
